Android API and third party SDK change-ThrowExceptions

Exception or error:

My offshore contracted app developer is requiring additional funds to continue my native app development because I paused the project for two months and Google has changed from IDE, API level 27 to 29 and 3rd party SDK have also made changes to their libraries hence app not functional at the moment. Is this plausible?
My argument is that the app should continue to work on the current version and I wasn’t made aware they are using 3rd party SDK in development except for social media login and integration. Are these reasons sufficient to make all codes depreciated and require an additional 5000dollars cost?
